Fighting digital piracy in the digital age. Multifaceted strategies and international cooperation. Case study: Operation Taken Down – Italia Polizia Postale e per la Sicurezza Cibernetica.
The growing spread of digital piracy in today’s global context, especially through illegal IPTV platforms, represents a structured and highly profitable threat managed by increasingly sophisticated and transnational criminal organizations. Technological development, together with advanced anonymization tools such as VPNs, the Dark Web, offshore infrastructures, and cryptocurrencies without KYC systems, has made traditional investigative methods less effective, requiring the adoption of innovative and multidisciplinary approaches.
This module analyzes strategies to fight this phenomenon, focusing on a holistic investigative model based on three main directions: Follow the Money, Follow the Stream, and Follow the People. Tracking financial flows, including cryptocurrencies, helps identify the main economic drivers of the crime and supports the de-anonymization of those involved. At the same time, analyzing network infrastructures and digital traffic makes it possible to identify and dismantle illegal content distribution systems. In addition, intelligence techniques, such as OSINT and undercover operations, help reconstruct criminal organizational structures.
Special attention is given to the case study of Operation Taken Down (November 2024), carried out by the Cyber Security Operations Center of Catania within international cooperation between law enforcement agencies and organizations such as Europol, Eurojust, and Interpol. The operation led to the dismantling of a large criminal network involved in illegal streaming and related crimes such as money laundering, tax fraud, and identity theft. Important results were achieved, including the identification of hundreds of suspects in different countries, the shutdown of key infrastructures, and the seizure of significant digital assets.
The contribution also highlights the central role of international cooperation and public-private partnerships, as well as the growing importance of technological innovation.
Overall, the analysis provides a clear view of modern digital investigations, showing that only an integrated, flexible, and cooperative approach can effectively fight a constantly evolving criminal phenomenon.
